Yes, you are right Canada have its own Azure DC, however as per products availability region Microsoft Entra ID (formerly Azure AD) and **Azure Active Directory External Identities **are Non-regional services to any DC (Non-regional services are ones where there is no dependency on a specific Azure region).
Due to above dependency your Entra ID tenant would show up US datacenter as location. Similarly for other regions within North America say Central US, East US, East US 2, North Central US, South, Central US, West Central US or West US this is a non-regional service i.e., they could choose country but not the data location.
- How to migrate your tenant and your existing users to Canada DC?
As explained above since Entra ID is a Non-regional service, only country/region could be chosen for tenant but not the data location. And this applies to all the Azure regions not only Canada.
