Thanks for your post. Before moving on, to narrow down this issue, can I know if you can modify the extension to .jpeg and see if it persists. Also, this issue might occur due to photo dll crashed, try the following method:
From admin Command Prompt, run:
regsvr32 photometadatahandler.dll
You should see the following output:
DllRegisterServer in photometadatahandler.dll succeeded.
Log off and log back in.
