I understand that you would like to know how to better manage the cost of Virtual Network. Please note : VNET is a free service - There is no cost associated with a Virtual Network.

- Same goes for VNET Peering - it is a free service.
- Only if there is a traffic between VMs in the peered VNETs, then the traffic will carry a nominal charge - not the Peering
May I ask where you are seeing that you are charged for the VNET?
You can check this by,
- Go to your Portal and navigate to the Subscription.
- Make sure you select "Cost by resource" in both the below highlighted sections.

- If you check the resources, you will never have a Virtual Network.
P.S : I believe you are looking into the service name of a Public IP Address (or some other resource).
- Please note "Service Name" is not the resource type and this does not indicate Virtual Network.
- You must instead filter/check with "Resource Type"
- In the same view, if you extend a Public IP

- Again, you may be using a different Resource here
- But please note VNETs are not charged as a resource - they are free.
