If your primary site goes offline and vm's have replication enabled, can you failover to the secondary site without primary online?

Yes you can run a failover for VMs that are set up for disaster recovery to a secondary Azure region

Just to clarify, example primary is UK South, this goes offline, my secondary is UK West, from within azure portal, can I select failover and even though UK South offline this will failover the replicated VMs to UK West. Thanks.
