Is your project an Asp.Net project? Did you report this error when publishing to the IIS server?

I think my project is asp.net webform project use .net framework 4.8，
I use Visual studio menu Build >> Publish Web App >> More actions >> Previews，
I only check one file to Publish，

Do you deserialize strings in your code, maybe you can provide this part of the code so we can check it for you.

How can i fix Microsoft.Web.Publishing.targets file, or I need create a new publish file

Microsoft.Build.Exceptions.InvalidProjectFileException: The imported project file "C:[my computer path]\Microsoft.Web.Publishing.targets" could not be loaded. The 'Target' start tag on line 4324 position 4 does not match the end tag of 'VSMSDeploy'. Line 4480, position 7.
Based on the problem pointed out in your error message, I think you should find the <Target> and <VSMSDeploy> tags in the document and check if the closing tag was accidentally removed (
<Target><VSMSDeploy></Target></VSMSDeploy>). -
