As per the error message seems my understanding is that you are trying to upgrade from free tier account to an enterprise account. Please correct me if I'm wrong.
From the error, it conifrms that there is a mismatch in the location/region of the Purview account. The Free tier regions is WestUS and the New account you are trying to create is EastUS.
Have you specified the region as EastUS for your new/upgrade account? If so kindly change it to WestUS and try to create the service which should help resolve the issue.
