How can I create Microsoft.AzureData/sqlServerRegistrations service from portal?

I need to migrate Microsoft.AzureData/sqlServerRegistrations from one tenant to another, But during assessment phase I'm not able to find any documentation around how to create this service from portal. Can anyone please help me on how can this service be created?

Is the migration related to Azure SQL Databases or related to some other service.

Hi @SSingh-MSFT , Thanks for your response, Our requirement is to migrate all resources in a subscription from one tenant to another tenant. As part of that we found a resource which identifies as Microsoft.AzureData/sqlServerRegistrations now I'm not sure under which category this service falls or how I can create this service through portal. So I'm looking for some documentation on this service. When I check the documentation for this I only find ARM templates, But I'm not able to identify which service this is.
