From your description, I know the fingerprint were disabled by administrator after pushing the shared mode.
To narrow down the problem, please do some checks and provide the information.
1.Go to the Intune portal to check if the Windows Hello for Business policy setting is configured to enabled and the policy status.
2.Go to targeted device to check if there exist some error message in Event Viewer. Location: Event Viewer > Applications and Services logs > Microsoft > Windows > DeviceManagement-Enterprise-Diagnostics-Provider > Admin.
3.Check values in Registry to specify whether you enable Windows Hello for Business. Location: HKEY_CURRENT_MACHINE\SOFTWARE\Policies\Microsoft\PassportForWork.( The DWORD value Enabled can be set to 1 to enable or 0 to disable Windows Hello for Business)
