Purview - How to Block File uploads to Blocked Domain

Hi, i’m trying to use Purview to block file uploads to a blocked domain. However, I have the policy setup and it isn’t blocking. I’m testing this in an Azure VM. Any help?

    Microsoft Purview is primarily a data governance service, providing capabilities for data cataloging, data classification, and data protection. Purview does not directly manage or control network level activities such as blocking file uploads to a specified domain. Tasks like blocking file uploads would typically fall under the responsibilities of a Network Security Group (NSG) or firewall within Azure. If your intention was actually to prevent sensitive data from being uploaded to certain domains, you might want to look into Azure Information Protection (AIP) for labeling and protecting documents and emails, or Data Loss Prevention (DLP) policies in Microsoft 365.
