Receiving "Error Code 0" when uploading CSV to bulk enable per-user MFA

I'm able to enable/disable/enforce Per-User MFA through the Office 365 Admin portal or the Entra ID Admin portal, but only for one user at a time. If I try to use the Bulk Upload option, it fails with "Correlation ID e1fc7f1d-a480-44c3-b694-147f7ed78c91" and "ERROR CODE: 0". This is working from the sample CSV that was downloaded from the Portal. Have tried it with 40 Users, have tried it with 2, always get the same results. Same results if I try it from the 365 Admin Center or the Entra ID Admin Center. Don't really want to enable Security Defaults because I don't like the "Authenticator Only" approach, but don't have enough Azure AD P1 or P2 licenses to cover our Userbase so wasn't sure about setting up CA policies.
