Force Sub Group Header Display Without Sub Group Details

Question

I have a report with sub groups SSRS 2016. It shows the beginning and ending balance for each sub group and totals the ending balances of all the sub groups for a total balance. I can have a sub group without detail transactions. If there are no details it is not displaying the header. I still need the header even though there are no details. In the example below there are two sub groups. The third sub group does not show because there are no transaction in that period. However, the balance for that group still needs to be displayed and totaled. How do I display the header on a group without details?

SubReport2of3.png There should be a 3rd block for the 3rd account. Because there were no detailed transaction during the report period it leaves the entire block out. I still want the block header and beginning and ending balances. They will be the same, no transactions.
