Quota exceeded with speech to text cognitive service

It took me a while to figure it out, but I was eventually able to determine that speech-to-text requests were being rejected with a quota exceeded error, specifcally:
Error code: 1007. Error details: Quota exceeded. Cid: SessionId: 01b4c713990dddd3be68aa7c1715d1bb
I changed the subscription from Free to Standard, but 30 minutes later I'm still seeing the error. Some questions:
- Where in the portal interface is the quota and current usage displayed for the speech to text service?
- When does the usage reset back below the quota and where do I see this time value in the portal?
By portal I mean in the portal interface for my account, not in the general documentation under learn.microsoft.com. Thank you.
