Quota exceeded with speech to text cognitive service

It took me a while to figure it out, but I was eventually able to determine that speech-to-text requests were being rejected with a quota exceeded error, specifcally:
Error code: 1007. Error details: Quota exceeded. Cid: SessionId: 01b4c713990dddd3be68aa7c1715d1bb

I changed the subscription from Free to Standard, but 30 minutes later I'm still seeing the error. Some questions:

  1. Where in the portal interface is the quota and current usage displayed for the speech to text service?
  2. When does the usage reset back below the quota and where do I see this time value in the portal?

By portal I mean in the portal interface for my account, not in the general documentation under learn.microsoft.com. Thank you.
