It looks like the v1.3 version isn't signed. That is bad. I would recommend you use the product feedback like for it and report the issue. Just clicking on the docs page led me to here but I don't know if that is the correct place to report the problem.

The following Microsoft SQL Server products are supported by Microsoft Connector for Oracle:
- Since SQL Server 2019 CU1
- Microsoft SQL Server 2022
- SQL Server Integration Services Projects for Visual Studio 2019
- SQL Server Integration Services Projects for Visual Studio 2022
Check Microsoft Connector for Oracle in case you miss any steps.

2024-02-05T17:05:18.6366667+00:00 What is your SSIS run-time environmnet version? It is a MS SQL Server instance version. It is very possible that you don't need to install questionable MicrosoftSSISOracleConnector-SQL22-x64.msi
- If it is SQL Server 2019, you need to install MicrosoftSSISOracleConnector-SQL19-x64.msi only.
- If it is SQL Server 2022, you need to install MicrosoftSSISOracleConnector-SQL22-x64.msi only.
