Cannot programmatically open File created via Azure Databricks "File" option

Created file "hello" in Azure Databricks UI using "File" option.
Populated it.
Could initially programmatically open and read the contents.
Suddenly getting "File not found" error despite still seeing it under Workspace.
Cannot find it in FileStore, dbfs, DBFS file browser, legacy data explorer, etc.
