The idea would be that you would run the VM on your laptop. Now, I realise that you have Window 11 Home, and I don't know if Windows 11 Home comes with Hyper-V, but I guess not. But you could download and install VMWare Workstation Player which is free for non-commercial use. I can't find anything in their documentation that excludes Windows 11 Home. However, your laptop needs to have the resources to fit the VM. If you only have 8GB of RAM, it's going to be tight.
While this may seem excessive, I like to point out that virtual machines are a tremendous asset when you want try something out without littering your main machine.
The other alternative I can offer is to have a look at this article: https://www.sql-easy.com/learn/how-to-uninstall-sql-server/. Another person I tried to help found this article, and followed the instructions, and after this he was able to successfully install SQL Server.
You should also have a look at https://learn.microsoft.com/en-us/troubleshoot/sql/database-engine/database-file-operations/troubleshoot-os-4kb-disk-sector-size, because it is not unlikely that this issue was the start of your problems.
