Why can't SQL Server Agent be started while event viewer says it has been started?

I tried to start SQL Server Agent many times to no avail: User's image

However, the event viewer always says it is started successfully: User's image

Could anyone shed some light on this? Update[2024-02-04]: I found this error in the System log of Event Viewer: User's image

    You are using the free Express Edition, which don't support SQL Server-Agent as feature. Get gets installed with, but you can not start/use it. See https://learn.microsoft.com/en-us/sql/sql-server/editions-and-components-of-sql-server-2022?view=sql-server-ver16 => Management tools
