When trying to setup Office account in a Windows Authenticator app. I get to the part where it asks for the passcode key and says "That code didn't work. Check the code and try again.".

Question

I had to do clean install of Laptop. When trying to setup any Office account in a Windows Authenticator app that I downloaded from the store. I get to the part where it asks for the passcode key and says "That code didn't work. Check the code and try again.". It does the same for any site I try to setup a new account for. I have reset all Edge settings to factory defaults. But there must be an Edge or Windows setting that is blocking it.  I was able to find the setting that was blocking it once but can’t remember what is was.  I can setup Office authenticator account on my phone app. Prior to clean install I was able to setup accounts using the same program.
