Transfer MS Authenticator from old to new Iphone after import on new iphone action required on every item in the list

On My Iphone i have Microsoft Authenticator working. In the authenticator there are a lot of entry's wich i use for authentication when configuring mailboxes from clients on Microsoft 365.
I have set the option on the old Iphone in authenticator to backup to my personal hotmail account.
The old Iphone is still working but screen is cracked and sim card is now active in the new Iphone so old Iphone has only Wifi Internet accesss. After installing the Microsoft Authenticator on the new Iphone i choose to restore and give the name of my Personal hotmail account where the backup has been done on the old Iphone.
This seems to be working because all of the accounts listed on the old Iphone are listed on the new Authenticator but every account has the message 'Action required' in red color and when click on it it's asking for a QR code and want to scan using the iphone's camera but i don't have a QR Code for scanning.
I don't understand why it is asking this since i have restored a complete backup, i was from the idea that everything would be restored and it should work directly.
I have read someware that i have to remove the old iphone from the sign-in authentication list but i am affraid that i cannot login anymore if this goes wrong so i didn't done this.
I have also not added the new iphone to Microsoft 365 maybe there is the issue but i don't see where i can do this without deleting the old Iphone.... Can anyone give me advise on how i can transfer the authenticator completly to the new iphone without having all those issues.
My idea was backup and restore and working this seems to me a normal way of working. Can i have the same backup of the data in the authenticator on another device such as a Ipad so when the iphone is not in the neighberhoud it is also possible that i use the ipad this when importing the backup from the old iphone ? I don't want to lose access to clients Microsoft 365 because i am not sure if the clients self have still access to their control panels.... Thanks
