Install RD Licensing Server on non-Server Windows?

I have a Server 2019 installation. Once I have noticed I can't run RD Licensing Manager to check the amount of available licenses. It wasn't an issues then since everyone was able to connect to server as usual. Today all users started to get licensing error and are getting disconnected after 1 hour of RDP session. Reinstallation of the RD Licensing role hasn't helped. Someone suggested me to use different Licensing Server, which means I have to install another instance of Windows Server. But I don't have a spare WS license. Can I install RD Licensing Server on Windows Pro edition?

I'm sorry that you cannot run the Remote Desktop Licensing server role on Windows Pro. The RDS Licensing service is only supported on Windows Server operating systems such as Windows Server 2019, 2016, etc.

Windows Server Standard & Datacenter allow you to install and configure the Remote Desktop Licensing role which is necessary when deploying a Remote Desktop Services environment where multiple users will be connecting remotely.

To troubleshoot this issue, we need to collect additional information:

"getting disconnected after 1 hour of RDP session" Have you set any group policy on the server to limit the session time?

"Today all users started to get licensing error" May I know the error generated on license? Also Have you check the event log for more specific error codes?

"I can't run RD Licensing Manager to check the amount of available licenses" Are you suggesting you cannot check the available and issued RDS cals on the RD Licensing Manager? May I know the reason?
