Bad Image Error installing Teams

New image of Windows 10 that has been Azure joined to our domain with a M365 Premium subscription. This is all with new Teams. If I run classic, there is no issues but as soon as I do anything involving the new version it fails trying to install it. When opening Microsoft Teams (work or school) it comes up and says ms-teams.exe - Bad Image.
C:\programfiles\windowsapps\MSTeams_23335.232.2637.4844_x64_8wekyb3d8bbwe\sqllite3.dll is either not designed to run on windows or it contains an error.
Error Status 0xc0000020 I went in and removed it using the advanced options for it in App Settings after terminating it and went to the Microsoft Teams site and downloaded and tried to reinstall it, and it gives the same error. The above is one of 3 files it fails on. I have made sure it has the latest windows update, sfc online repair through terminal with admin, and a couple other things that I don't remember anymore. Have been getting a lot of use out of copilot. Rebooted a couple of times also just to flush things after uninstalls. The SquirrelTemp log isn't getting created when getting all the errors while running the installer downloaded from https://www.microsoft.com/en-us/microsoft-teams/download-app?ocid=ORSEARCH_Bing#download-for-desktop If I try to install the Teams classic that I get the installer from teams.microsoft.com while in classic mode (doesn't have a desktop version option in new) it does create logs.
