WIndows 11 21H2 will not update to 22H2 or 23H2

I have a new laptop, Windows 11 Enterprise. After it finished the initial updates, the system was left at W11 21H2 (10.0.22000.2713). I have modified my Group Policy to pull 22H2, but no change. I have downloaded multiple updates including enablement updates, none will install. I have KB 05026819, KB4023057 and KB5034121 along with some .NET updates. I am open to suggestions. Thanks in advance.
LER PS. my coworker who received the exact same laptop on the same day had his roll up to 23H2. Very strange.

    Hello Here are some steps you can try to resolve this issue:   Run the Windows Update Troubleshooter: Press Win + I keys simultaneously to open Windows Settings. Choose System > Troubleshoot > Other troubleshooters. Locate the Windows Update troubleshooter and click its Run button.   Reset Windows Update Components: Press Win + R to open Run, then type: services.msc and press Enter to open Services app. Double-click Background Intelligent Transfer Service. If the Startup status lists Stopped, click Start and then click OK. If the status is Running, right click then select Restart. Double-click Windows Update. If the Startup status lists Stopped, click Start and then click OK. If the status is Running, right click then select Restart.   Update all device drivers: Make sure all your device drivers (Display, Audio, WIFI, Bluetooth, etc.) are up-to-date.   Update the BIOS: Ensure that your BIOS is updated to the latest version.   Uninstall any 3rd-party Antivirus program: Sometimes, third-party antivirus software can interfere with the update process.   Use Windows 11 Installation Assistant: If the above steps don’t work, you can try using the Windows 11 Installation Assistant.   As for the KB updates you mentioned, KB4023057 is a Microsoft Update Health Tools update that helps ensure the smooth functioning of Windows Update. If you’re having trouble installing this update, you can try the steps mentioned above. However, I couldn’t find any information on KB 05026819 and KB5034121. Please ensure that these are the correct KB numbers.
