Problem starting Developer Program - pop up Instant Sandbox does not appear

Hello, I have problem starting Developer Program. I have followed all the steps but one step does not function for me. It does not open the pop up Instant Sandbox. After choosing area I'm interested in, different type of step opens to me and I can not continue, there is no next step. Can someone please help me solve that problem. Kind regards Livia
