BizTalk 2016 admin connectivity error SSL Security error

Question

in our BizTalk server 2016 Standard we are not able to get to the Admin console without receiving this error. [DBNETLIB][ConnectionOpen (SECDoClientHandshake()).]SSL Security error. We identified the GPO prevents the install of the patch Cumulative update 3. We Removed the GPO and tried connection again and received the same message. We are using SQL Native client 2012 with this version.

Could you please provide the below information,

1. Which version of TLS is enabled on your platform?
2. Do you have SQL client & BizTalk installed on the same server or different?

Mostly this error comes when having the TLS issue.
