How to get Hori RWO (Series X/S compatible) to work on my xbox one x?

I got this wheel brand new and it says its compatible with both new and old gen but when i plug it into any usb on my one x (all work with hard drives and other controllers) it wont turn on with either mode 1 or mode 2, has anyone else had this issue?
