How to insert standard ASCII right single quote and left single quote in a excel cell

I have a excel file with cell values both in English and Tamil languages.I want to enclose Tamil language text values in utf-8 encoding with standard ASCII right single quote and standard ASCII left single quote. When I just try to insert a single quote they become non-ASCII characters. Kindly help me to input standard ASCII left single quote in a cell left of the cell containing utf8 tamil text and input standard ASCII right single quote in a ell right of the cell containing utf8 tamil text. Then cocatenating all three cells without affecting the ASCII format of single quotes.
