is there any way in azure to federate a domain and the Federation should apply to particular users only and remaining should use azure portal password

We have configured Custom IdP for federating a domain , and i want the federation to applied to the select number of user and rest should be managed user who use azure username password for their web login. Also is there any way to use Azure Password for windows login which is azure joined (Federated Users instead of using the IdP Credentials)
