Microsoft License Inquiry M365 E3 to M365 F1

Hello, I have a few questions, and I'm not sure if you can help me:

  1. Is it possible to temporarily switch a current user from an m365 E3 license to an m365 F1 license and then remove the E3 license later?
  2. If both E3 and F1 licenses are assigned to a user, could this create conflicts?
  3. and I believe the highest added license is always prioritized it that right?

We're looking to decrease the number of licenses for some users, but we're wondering if we can first add the lower-tier license and then remove the old one later.

I hope someone can assist me with this.

    As long as the license plan options do not conflict then you will be fine associating both. Review Service plans that cannot be assigned at the same time in the Licensing Service Plan Reference

    Traditionally there were many conflicts between options, but increasingly these have been resolved, for example Exchange options could not be stacked/concurrent before 2023 and now can. So errors like this are a thing of the past:

    You can’t assign licenses that contain these conflicting services: Exchange Online (Plan 1), Exchange Online (Plan 2). Review the services included with each license, and try again. As far as exchange is concerned if you have both P2 and P1 assigned then you get the P2 benefits.
