Unmute participants on Teams meeting

Hi, We have some specific Webinars where we would like organizers not only to have capacity to mute but also unmute participants as and when needed. Is there any specific role and permission to be provided so that they can unmute participants specifically?

Teams meeting option could control if the meeting participant could mute their mic in Teams meeting. To enable it, please go to webinar details> meeting options, then choose this option like the following picture:
