Microsoft Authenticator under Non-usable authentication methods

I have a user that is having issues with MFA when signing into it, I have clicked "Require re-register Multifactor Authentication, it has worked for other users with exactly the same groups etc., however for this user it doesn't prompt them again to start over, we uninstalled the app and installed it again but the Microsoft Authenticator is still under Non-usable authentication methods in the user profile in Entra ID, it looks like Microsoft deactivated tokens but never prompt them again to start over, but the app looks OK in the phone once we've installed it again, we signed in again and it looks OK, but when I try to do SSO from other app that needs to use MS Authenticator (for example Outlook) it doesn't work, because of course for some mysterious reason is still under Non-usable authentication methods. Am I missing something? Feedback is really appreciated

    We have had a few rare occurrences like this. Here is what we've found that may help.

    If the smartphone has Microsoft Authenticator notifications disabled, notifications must be enabled.

    We require Microsoft Authenticator to use Number Matching. If the smartphone has automatic application updating disabled, the version of Microsoft Authenticator may not be current enough to support Number Matching.

    If the smartphone is older and cannot run a new enough version of iOS or Android, then Microsoft Authenticator is unable to update.
