Why is SharePoint giving a checked-out error for a document not yet uploaded?

I am trying to upload a new excel document to a library on our SharePoint site. The document does not yet exist in the library, but SharePoint is showing an error that the file can't be uploaded because it is checked out to the person who created it. Again, the file is a new file and does not yet exist in the library. I've already asked her to make sure the document is closed on her computer but that did not resolve the issue. She can't "check it in" because it's not in the library yet.

    Whether this issue occurs in all document libraries?

    Create another new file then try to upload it into the document library, compare the result.

    Go to Library settings -> Versioning Settings -> Set Require Check Out to No, then upload files.
