I think my default profile is corrupted

Here are the issues I'm facing with several users: Lee: (standard user) task bar has disappeared. unable to view System or run Setup
Jack: (domain admin) task bar is good. can view System and run Setup. unable to execute some EXE files
Bill: (domain admin) task bar is good. unable to view System or run Setup. can run MSConfig and Computer Mgmt Created new domain admin named Admin3. Logged in and new profile was created. Task bar OK, but unable to view System or run Setup. No error message -- just nothing happens. Able to view Events but none seem to be logged for this issue. If the the Admin3 profile is corrupt, does that mean my default profile is also corrupt?
How can I fix these issues?
