Azure provides boot diagnostics to help you diagnose boot failure. Check the boot diagnostics output for any errors or issues that might indicate what is wrong
Go to Azure Portal -> Virtual Machine -> Boot diagnostic and enable:
In some cases, redeploying the VM to a new host within Azure can resolve issues. This can be done through the Azure portal too
