Can't disable mouse wheel scroll?

I am using win11 insider preview 26052. In mouse settings, and registry I have turned off the mouse wheel feature but it doesn't seem to work in excel. User's image

At mouse settings, I cannot set it to 0. User's image

so i used registry User's image

However after a reboot everything seems fine except excel allows it to scroll. If I open mouse settings now, it will reassign itself to 3. because it cannot be assigned to 0 and now chrome also allows scrolling..

    Hello, You can open the Registry Editor by clicking Start and typing regedit and hit enter. Navigate to HKEY_CURRENT_USER\Control Panel\Desktop and set WheelScrollChars and WheelScrollLines to 0. A reboot is necessary for this to take affect. This will disable scrolling, not the button itself. Note: If you open the Mouse setting in the Control Panel, it will reset those settings back to 3. So maybe that is the reason why you noticed that when you open mouse settings now, it will reassign itself to 3.
