Based on the description of your problem, and after reviewing the information, the reason for your problem is probably because the TLS encryption is not enabled on your server. This may cause an issue connecting applications via HTTPS, and TLS encryption fails on the connections.
Since we are not sure what version of Windows you are using, we recommend that you find out how to enable TLS 1.2 based on your version of Windows. Restart your IIS service when you are done.
