Hi Handian, You can use the metrics to find the information you are looking for. In the picture below, you can see where to find them, and there are multiple metrics you can use to find the information. You can use the same method for app services.

Cost Analysis UI does not have the Quantity option. However, you can leverage the APIs to get that data.
You can use either of these APIs - Exports API, Query API, or Usage API.
Regarding your question about how to know the amount of data in or data out for your VPN site-to-site and web apps, you can use Azure Monitor to collect and analyze data on the network traffic. Azure Monitor provides metrics and logs that can help you understand the network traffic patterns and volume.
For example, to get the data transfer volume for your VPN site-to-site, you can use the Gateway P2S bandwidth metric in Azure Monitor. You can filter the metric by the VPN gateway and the time range to get the data transfer volume during that period. Similarly, for your web apps, you can use the data transfer metrics in Azure Monitor to get the data transfer volume for your web apps.
Once you have the data transfer volume, you can use it to calculate the bandwidth cost manually and compare it with the cost on Azure.
Update:
This requires a billing validation. I suggest you contact Azure billing team by creating a ticket. The ticket enables you to work closely with the support engineers and get a quick resolution to your issue.
