Cannot add xbox development console, status code 400

I am attempting to add my Xbox Series X to my list of Xbox development consoles on partner center and I am receiving a error code "Request failed with status code 400." When I attempt to enter the Xbox activation code, it provides no results and gives me the same error code.

Clark Liu 0 Reputation points2024-02-28T00:28:14.1+00:00 I sent email to id@xbox to ask help as some guy said in the community. They asked me to sign up Creator's or ID@xbox, after signing up ID@xbox nothing is changed. The issue is still there.

Giving me the basic customer service speech and not giving any helpful information. Keeps saying that their engineers are on it but they obviously have no intention on fixing this soon
