Are there any other network devices in your environment?
Before you assign a static IP address, use the PING command to see whether an address is in use. Sometimes, although you cannot ping IP address, maybe the machine with the dup IP address does not respond to ping's, because of hardware/software firewalls.
If your PC is in the same subnet as the duplicate IP address, you can use arp -a <duplicate ip address> to check if there are two different MACs under one IP. If yes, then you could track down the MAC address to find the device.
