Office 2019 install not really silent

So I have the office 2019 install set with the ODT but I am thoroughly annoyed with it. I have the display level set to none, yet when the install starts users will see the install display start and remain while running and they have to hit close when it's finished. What happened to it running completely silently and in the background. Is there anyway around this? I would like to start deploying the upgrade but I do not want this display showing and waiting for it to be closed when finished.

    Maybe there is something wrong with your silent installation, you could refer to the following steps and then see if the problem still exists.

    1. Please add the following syntax to the config.xml file.
      <Display Level="none"
      CompletionNotice="no"
      SuppressModal="yes"
      AcceptEula="yes" />

    2. Type cmd in the search bar then right-click the Command Prompt to run as administrator.
    3. Take my computer as an example, type cd C:\ODT where C:\ODT is the location of the config.xml file located then Enter.
    4. Type setup.exe /configure 2019.xml where 2019.xml is the name of my config.xml.

      Then your Office silent installation starts.
