Azure recently released administrative Units. It's probably the most comparable feature to an AD OU:

Hello,
My company has all users organized under a specific Ou and sub-Ou reflecting the work roles.
Now we are moving to office 365 and we are syncing our user via ad-connect.
The management wants to reply the same structure in azure ad but there are no Ou in there.
There is a way to manage the users by giving an Ou like structure?

Hi Pozlu,
Azure AD is flat, so you don't have the OU structure. Alternatively, you can leverage on Security Groups for organizing those departments and Security Groups are synced to Azure AD, you can use those to manage.
What would be the biggest challenge for you by not having OUs in Azure? Maybe we can find an alternative.
