This refers to the legacy Teams admin center. In the current Office 365 admin center, a global admin would see the legacy admin center under "Settings" -> "Org settings" -> "Microsoft Teams". This used to be where Teams settings were managed, including disabling license types
Use Teams licenses to control access to Microsoft Teams
We received an MS major update announcement: We're making some changes to how you enable Microsoft Teams for individual users within your tenant. We're removing the Microsoft Teams enablement setting from within the Microsoft 365 admin center and will rely solely on Microsoft Teams license allocation to decide if a user has access to Microsoft Teams... I am not sure if I understood the statement correctly. Does that mean we will not be able to enable/disable users access to Teams? Where can we find this MS Teams license allocation? When a user is given O365 license, is teams automatically enabled? Are there needed steps for new users after this change?

By default, when a licensing plan (for example, Microsoft 365 Enterprise E3 or Microsoft 365 Business Premium) is assigned to a user, a Teams license is automatically assigned, the user is enabled for Teams. For more details, please refer to this article: https://learn.microsoft.com/en-us/microsoftteams/user-access.
