It is not a feature disabled, It happens due to the below reasons:

2)Platform Changes: The platform you're using may have undergone updates or changes that temporarily disable certain features. It's possible that the ability to add applications is temporarily disabled due to maintenance or updates.
3)Technical Issues: There could be technical issues with the platform preventing the addition of applications. These issues might be temporary and resolved soon.
4)Policy Changes: Your organization might have implemented new policies or procedures regarding the addition of applications, which could affect your ability to add them.
