Windows defender advanced threat protection on Windows 7

We've been trying to install Defender for Endpoint on a few legacy production machines (win7 ultimate) and having a fairly miserable time of it. At this point on a test VM on our normal office network (which is not restricted on outbound internet) we can get the product to install, but it never reports. (or it looks like it's installed but obviously something's NOT or it would work LOL)_ Looking at the Health agent temporary folder I have mssenses.exe in one folder and a vbs script in another both labeled 16 and 35 (which seems to reference trouble writing to the registry) Yes we're running the installer as administrator so why an error suggests a registry write error is a real head scratcher Cloudagenttroubleshooting.exe finds no connection errors. The service is not registered in services (i.e. mssenses.exe) and we're at a "what the heck else can we do". I do not see windows defender advanced threat protection in the event log at all. Reading lots so far is inconclusive but I'm not sure wth I'm looking for. We've burned a lot of time on this (to say the least) Any direction would be helpful Windows 7 ultimate and as noted we can't update since it's for production machines / legacy. Right now it's on a test vm with win 7 ultimate. There's no sense even trying in our red network if I can't get it to work on a test vm in a more open office network.
