Hi Danny, in short, no. Azure Arc does not provide the ability to sign in to a Windows Server by using Microsoft Entra ID credentials.
You could implement remote management of an Arc-enabled Windows Server via Azure Resource Manager (which would effectively require authenticating via Entra ID), but this does not impact the reliance on Windows (or AD) based local sign-in process...
