Cannot apply provisioning package to HoloLens 2 after setup.

Hello,

I am following the section : "Apply a provisioning package to HoloLens after setup" of this tutorial https://learn.microsoft.com/en-us/hololens/hololens-provisioning#wizard to add a provisional package

For some reason I cannot perform step 2 : "In Related Settings, select Add or remove a provisioning package." because the option is simply not present. It does not show up. What reason could turn this option anavailable ?

Here are some information you might need :
I am logged in using the microsoft AzureAD account of our company.
The developper mode is turned ON.
The provisionning package has been copied in the Document folder of the hololens.
The windows hololens is up to date.
