I am an admin and I assign accounts to colleagues.
When my colleague has a view access to a file, he/she also needs to share it to people outside the company, but for the colleague, the "Share link with anyone" option is disabled.

Here are steps:
1.Enable external sharing in the tenant level. Go to SharePoint admin center -> Polices -> Sharing -> Set Anyone.
2.Enable external sharing in the site level. Go to SharePoint admin center -> Sites -> Active sites -> Select the site you want to share -> Sharing -> Set Anyone.
3.Go to Site settings -> Site collection features -> Deactivate "Limited-access user permission lockdown mode" feature.

Hello Emily, I did all the three steps, but for my colleague, he can only share a file/folder to anyone when he has edit access. If he has only view access to a file/folder, the "share link to anyone" option is still disabled for him.
