Outlook won't load new emails after restart

Hello, I have a problem with outlook. When you open up the app, new emails won't load up until you press SEND/RECEIVE button. After that, outlook works just fine. It only does when you start the app. To make things worse, there is no problem with emails on mobile. Does anybody know what should I do?

    Does this issue occur in Outlook desktop client?

    If so, what's the version of your Outlook? (File > Office Account > About Outlook). Please make sure you have upgraded your Outlook and Windows to the latest version.

    On the other hand, does this issue occur recently? If so, have you done any specific operations before that?

    In my experience, please try the following troubleshooting:

    1. Considering the impact of some add ins, It is suggested that you try to start outlook in safe mode(win+R>type: outlook /safe) to check whether it works normally.
    2. If this is still the issue in safe mode, it is suggested that you could try to create a new profile(Control Panel>Mail>Show Profiles>add) and add the account for testing to check if there are some differences.
    3. If the issue persists, considering corruption in send/receive settings file may cause this issue, You can try to reset the SRS file to check if there're any differences.(Go to C:\Users%username%\AppData\Roaming\Microsoft\Outlook>Rename the Outlook.srs file to Outlook.srs.old>restart Outlook)
