Why isn't there an out-of-the-box notification feature in Azure?

I'm wondering why Azure doesn't have an out-of-the-box notification feature. All the notification options seem to be within specific Azure services.

    Azure is a vast ecosystem of services, each with its specific events, conditions, and potential actions. A one-size-fits-all notification system would be difficult to design in a way that's flexible and scalable enough to handle this complexity. But also Azure is designed to integrate with various external tools and platforms. A more decentralized approach allows these specialized tools (like ticketing systems, messaging platforms, or monitoring solutions) to plug in seamlessly. But as a centralized approach, you can use Azure Monitor that service collects metrics and logs from various Azure resources. You can create alert rules within Azure Monitor to trigger notifications based on specific conditions.
