How to map custom permission attribute in enterprise application

For the company I work for I've written a few api endpoints dedicated to SCIM and User Provisioning. So far our clients have been using these through Okta, but A few clients want support for Entra. I've got the enterprise application set up, and am trying to set up custom attributes that would be equivalent to what we're doing in Okta, but am hitting a bit of a wall. This is what our Permission attribute looks like in Okta (see picture).

Is there a way to achieve this same thing with Entra?

    To assign or remove custom security attributes for an application in your Microsoft Entra tenant, you need Attribute Assignment Administrator.
