OneDrive asking users to request access

Hello, What used to happen is I would use OneDrive to send a file over to someone and once they signed in and clicked on it, they could access the file. Now it sends an email with a link to the file which when clicked on, has them request access to the file. Is there a way to stop this from happening?

If they use Incognito/Private window to open the link, will this issue persist?
