Microsoft Developer account sign up not working "Something went wrong"

Attempting to sign up to Microsoft Developer account, I get "something went wrong" on most pages. User's image

In particular the payment page, on the occasions I'm able to get to it, won't let me go any further. User's image

A fellow over here: https://answers.microsoft.com/en-us/windows/forum/all/microsoft-developer-account-sign-up-not-working/13e2f325-2924-4fbc-acd1-4e6091111181 recommended I submit a ticket here: https://partner.microsoft.com/en-us/support?stage=1 but in my case, at least, that is also not working. It the support ticket page is requiring me to select a "Workspace" before I can submit a ticket. But I have no workspaces available to select, so I can't submit a support ticket either. User's image

I'd be hugely grateful if anyone knows how to sort it out. I suspect I need someone from Microsoft to do something on their side.
